Found on the Thames foreshore, 17mm, 5.0g.

A simple seal with raised initials on both sides. TC on one and H(V?) on the other.

This seal is most probably from the category of clothiers', weavers' and searchers' personal seals which is a rather broad and nebulous group as described by Egan in Lead Seals and Related Items in the British Museum:-
"Relatively little of specific significance can be said about the majority of seals of this very common category. .... The style of the marks or initials can provide a rough guide to dating, but the continuation of a reputable trade symbol within a family or a business beyond a single generation is well known, and there are also documented cases of temporary use by otherwise unconnected individuals.... Attribution of any of [these] seals to any localised branch of the weaving industry in England (or even the Continent, where similar marks were widespread...) is rarely worth pursuing, though some items were plainly lost while the textiles to which they were fixed were being processed by dyers in London."
That last bit is clearly likely to apply to this seal by virtue of its finding place.
