Found on Thames foreshore, Queenhithe Dock, 12mm, 5.1g.

Blank // blank // lion rampant within a double tresure flory counterflory, possibly crowned, all at an angle within a rope border // largely missing

This is probably an alnage seal from the Stuart era as that would explain the use of the Scottish flag.
