Found by the coast in the state of Victoria, Australia, 22mm.

Monogram that looks like Friedrich Wilhelm II in border of eagles displayed // S. STA. / NEU / STASS / FURT in border of eagles displayed

From Jan van Oostveen, "This is a custom (ST.A abbrevation) seal and can be dated in het 19th century (< 1840)."

Friedrich Wilhelm II.; 25 September 1744 – 16 November 1797 was King of Prussia from 1786 until his death.

From Michel Royer, "it dates from the reign of Fryderyk Wilhelm III."

Friedrich Wilhelm III.; 3 August 1770 – 7 June 1840) was King of Prussia from 16 November 1797 until his death in 1840.

Apparently both Wilhelms used the same monogram.
