I think Russian from North Cave East Yorkshire.
Both sides have Cyrillic lettering curved above and below with Cyrillic characters across the centre followed by 05 on one side and possibly A662 across the centre of the other side.
Same design as Figs. 59 & 60 on pages 60 & 61, John Sullivan, 'Russian Cloth Seals in Britain Trade, Textiles and Origins', 2012. From his description we can tell that the obverse gives the date of issue which on this on seems to end in 05 - 1905?
