This does not appear to be a cloth seal. It is thought to be connected to the port and/or whisky trade and maybe used to seal a barrel in some way.

From Philippe Lanez, "I would suggest SANDEMAN, Perth, Scotland. Sandeman family motto is STA VERITAS ... After SCO (undoubtedly for Scotland), the initial letter of the first name seems to be "G". That would lead to George Sandeman, port Sandeman founder. Then the drawing of a tree takes a closer sense of the coat of arms of Albert George."

He set himself up as a wine merchant in London and began to trade in Port and Sherry wines, making his fortune within a mere seven years.
