First side:-
First line - W.K.
Second line - I?12H = Roman script initials and numerals indicating the content of the bales.
Third line - 1767 = date of assessment.

Second side:-
First line- ?? = ?? = cannot be discerned (probably ЛД = LD = initials for Flax Inspection).
Second line - (AOD?)?(P?)EB(R?) = name of quality control officer.
Third line - *N70* = number of work station used by officer.

These seals are Russian flax or hemp bale quality control seals.
