First side:-
First line:- (S)PB = St. Petersburg
Second line:- (N).P. 2. = Indicates the quality and type of goods
Third line:- (I?)(G?) = Initials of the owner or exporter (over 30 sets are known - I.C. initials were found on seals for 1830)
Fourth line (1)836 = Date of grading

Second side:-
First line:- Illegible but usually ПД = PD or ЛД = LD = Flax Inspection (L'nyannoy Dosmotr)
Second & Third lines:- ??IEP / (М?)ЕЕВЬ = ??IER / (M?)EEV' = (initials & surname of Quality Control Officer.)*
Fourth line:- H41 = N41 = the number of the post the QA Officer worked at.*

These seals are Russian flax bale quality control seals.
