From Paul Cannon, "Here is a suggestion for this seal [F]VLNEKER / [T]VCH. I think the language is German ie ‘Fulnek cloth’. Fulnek is a town in the Moravian-Silesian region of the eastern part of the Czech Republic. By the 18th century it had a weaving industry and at the beginning of the 19th century it was a significant manufacturer of knitwear and cloth."
