A German sugar bag seal. Zucker Steuerstelle = sugar controls in German. Frellstedt is a municipality in the district of Helmstedt, in Lower Saxony, Germany.

"The inscriptions are particularly clear:
HERZOGL. [Herzoglich] = Ducal
ZUCKERSTEUERSTELLE = Sugar tax controls/agency
FRELLSTEDT
The prancing horse is the standard of the Dukes of Brunswick.
For a document relating to this sugar refinery see FRELLSTEDT, Brief 1917, Norddeutsche Zucker-Raffinerie This shows that the sugar refinery at Frellstedt was in ‘Herzogtum Braunschweig’ ie the Duchy of Brunswick and hence the use of the adjective on the seal itself. Presumably the Dukes collected and benefited from the sugar taxes.
