All NP seals before 1829 are flax seals .. NP indicates that a flax tax has been paid to St Petersburg, but it does not mean that the flax was shipped from there, but it may have been.
The Grower/Owner/Agent initials are ГѲ (G.F) with 12 flax plants in the bale. ГѲ changed to ГФ after 1788.
