Crossed Keys, IN TRANSIT curved above // USC / ALBURGH / VT

From Philippe Lanez, "The second side reads IN TRANSIT, crossed keys below. I would suggest USC for United States Customs, and VT for Vermont, of course. There is a border crossing Noyan/Alburgh."

The crossed keys are an obvious symbol of security relating to St Peter holding the keys to heaven but I have not found any documentation for them although the original seal of the United States Customs Service had a single key on it.
