Not a Cloth or Bag Seal, Capacity Seal, JH L, Image & Found by Tomredmayne.
Found near Louth, Lincolnshire. 28mm x 24mm.
Odd shape and markings. I have interpreted the markings as possibly JH over L with another undecipherable initial ?
Possibly a capacity seal - see PAS LIN-4DDD52.
