Identified by Paul Cannon, "I’m fairly sure that this is a Polish custom’s seal. The inscription reads URZAD CELNY No 41. I think this is Polish for Customs Office No 41. Cf with - Plomba Celna Polska Urząd Celny Nr60 ok. 1920r."
