Creature / fleur-de-lis, (H?)...SS around // missing, traces of stamping on remains of rivet stub
An original, tentative assignment to Nimes, France was made on the assumption that the creature was a crocodile beneath a palm tree. It has since been decided that the creature is a lion rampant and the 'tree' is a miss-stamp of the beaded border.
Michel Royer suggested Grande-Synthe as a possibility and Jan van oostveen suggested Roermond in the Netherlands whose arms are a good match if we take the creature to be a lion rampant with the double tail forming some of the supposed foliage.
