The arms are those of the Austria. First used by the First Republic from 1919 to 1934 when the Bundesstaat Österreich (Federal State; "Corporate" State) altered it to a two headed eagle without a crown but with halos. Then from 1938 with its annexation by Germany it reverted to the original and finally, after the second World War, both talons were shackled but with a broken chain to signify the liberation Coat of arms of Austria (Wikipedia). Wien is the German language name for Vienna, the city and federal state in Austria.
