Found in Tweedmouth, Berwick upon Tweed, Northumberland.

Shield with the arms of the Board of Ordnance:- Azure - 3 Field Pieces in pale, or; on a chief, argent, 3 cannon balls, proper // heavily marked but ostensibly blank

The blue, gold and white colours cannot are obviously not shown on this lead seal but the curved line background is probably an attempt to indicate azure.

Similar to the insignia found on Honourable Artillery Company uniform buttons.

This seal was added in addition to any cloth workers seals presumably for Board of Ordnance security reasons. The Board of Ordnance was abolished in 1855 and although it was not reformed until 1881 when they took into use the same arms it is likely that the seals were used without break as much of the same functions had to be continued.
