Cloth Seal, Dutch, Horn? (Limburg), Image & Found by Terje Roger Olsen.
Found in Norway, 32mm.

Shield bearing three horns // shield bearing a double chevron, CIVITAS ... around

Several locations bear the name of Hoorn or Horn and several others have horns in their coats of arms (e.g. Braunshorn) but Steen Agersø has come up with the best candidate - Horn, a town in the Dutch province of Limburg. Steen also estimates a date of 1530-1650 based on the lettering.

This designation will be assumed until confirmed or disputed by better evidence. Weert is another possibility as it has a chevron on its coat of arms, see BSG.CS.01677.
