Looks to be an official Russian seal from before the Soviet era.

From Paul Cannon, "I believe this incomplete seal is associated with the very extensive milling industry of the Bashkirov family of Nizhny Novgorod. Some of the inscription is missing but can be reconstructed from better surviving examples.
