All NP seals before 1829 are flax seals .. NP indicates that a flax tax has been paid to St Petersburg, but it does not mean that the flax was shipped from there, but it may have been.
The Grower/Owner/Agent initials are MM with 12 flax plants in the bale. ( The established grower MM was known to be active from 1775 to 1823).
