From Ged Dodd, "it's a Russian Station railway seal for KABANOVO station 106km south of Moscow. There is a page on Russian railway seal construction on The PeaceHavens Project, Russian Railway Seals. I think the date is 11 Feb (19)21, the railway initials are unreadable but it is number 1 depot."
