Identified by Philippe Lanez - Briefverschlussmarke Haus, Siegelmarke Königliche Spezial, "Postage stamp house made of paper, which has been used since approx. 1850 by authorities, lawyers, notary companies and to seal the post. Seal mark Royal Special - The Commission - Geestemünde."

This seal appears to be a lead version of the paper postal seals.
