Russian Hemp seal stamped under the authority of the Russian Empire in an unspecified Baltic port.

Hemp inspector ?.KHRAMTSOVSKOI working out of an unknown post in the port of St Petersburg, Kronstadt, Narva, Riga, Libau, Memel, Konigsberg, Pilau, Pernau, Revel or Tilsit ..in the year 1831 . . In this year of 1831 there was a rare instance of SPB meaning hemp (instead of the normal flax identification after the year 1829 as a certification of the flax bracking (inspection) by the Russian Empire.) SPB does not mean this seal was shipped from the Port of St Petersburg. (but it may have been).
The Grower/Owner/Agent initials are F.W. with ist grade hemp plants in the bale, See ref IDS 1164 The PeaceHavens Project, Seal Numbers 1101 - 1200."
