Found on the outskirts of Budapest, 17mm.
Prussian Eagle // ...ST.A. / COELN
A customs / tax seal for Cologne when it was part of the Kingdom of Prussia from 1815 to its dissolution after the war in 1947 but the arms were probably not used after the Free State of Prussian lost its independence in 1932.
From Michel Royer, "it should read H.ST.A. Haupt Steuer Amt (main tax office - general taxes not just salt) of the city of Koeln. Lead seal from the United Germany period (after 1871) period of the German Empire."
