Found on a beach in Hanko, Finland, 23mm.

Anchor double struck to lower right.
Paul Cannon has identified these initials on another seal, "I believe this is a champagne seal for the French champagne house of Veuve Clicquot Ponsardin which is based in Reims. For a history of the firm see Veuve Clicquot. The following link to a French website (amongst the section on champagne seals) includes a lozenge shaped seal of the same type Plomb de muselet Veuve Cliquot Ponsardin."
The company dates back to 1772.
From Historical Resources Officer Veuve Clicquot Krug Ruinart to the finder: "The seal you found looks like the ones used in the 19th century to seal the shipping crates in order to keep them from any robbery."
