From Dean Whitby:- "This is a WW1 German belt loop..there are 2 of them on the side of the back of a German Military tunic....the plate with the holes is stitched into the inside of the tunic..the part with the Imperial Crown is on the outside...the leather Military belt sits in this part to stop it from slipping down. Here is a link that shows sketch with an explanation about them.
