A searcher's cloth seal. These Roman numeral type are more commonly four-disc type (see others on this page of the Gallery).
The 'V' has one distinct shorter arm and may be a symbol other than a V. The O beneath is nestled between WV. The X in the inscription around is more in the shape of a saltire. The Roman numerals usually denote the length and weight of cloth in yards and pounds (as we can not be sure of the type of cloth we can not be certain if it is 20 yds and 12 lbs or 12 yds and 20 lbs.)
