One side probably has NOR /WIC / H in three lines (from other seals of this type), the other has twelve initials about half missing or illegible - (PB) / (G)BHB / (G)BCL / (C)L.
The missing initials can be found in the Norwich Mayor's Court Book held at the Norfolk Record office under reference: NCR Case 16a/24. It matches those shown for 1693(fol. 306v) and with the help of a transcription found in Provenanced Leaden Seals, Geoffrey Egan, Department of Medieval Archaelogy, University College,University of London, 1987, the names that year for the Norwich wardens were - Gilbert Pickeringe, Nicholas Booty, Thomas Goskirke, John Balderston, George Hase and James Bacon, and for the rest of Norfolk - James Garrett, Wm Barber, Nicholas Chamberlaine, Henry Lincolne, James Codlin and Nathaniel Lubbocke.
