A fairly standard four-disc alnage seal for Glocestershire but with a puzzling date. It appears to be 1658, in the Interregnum and the Commonwealth would not have allowed the arms of the Stuarts to appear on their seals. Therefore it must be either a die cutter's error or the third digit is a 6 for Charles II's reign (Carolus Rex to sides of arms).
