Russian 32 Seal

One side looks to have had a continuous raised circle for a border in the middle of which are 3 squares the first containig the Arabic numerals 3 and 2. The third is blank. Beneath this is a six petalled flower head. On the other side is Cyrillic writing curved around the edge and straight across the middle. There is not sufficient of it for a meaningful translation.
