From other similar seals we know these have the inscriptions таможня and a number around the orthodox cross and Москва and a date (1887 on this one) around the double headed Russian eagle. Distinctive 'popper' like seals.
From Ged Dodd, "These are similar to those from Riga and St Petersburg and were used on a variety of goods, and sorry StuE .. this one is from Warsaw .. LOL
Obverse:- ТАМОЖНЯ ... (Customs Tax) around a Russian Double Headed Eagle.
Reverse: - BAPШAB (WARSAW) 1887 around an Orthodox Christian Cross.
