From Paul Cannon, "I think the following link provides a good candidate for this being a seed merchants seal -

"Hurst & Son were seed merchants in London, established in 1843 by William Hurst and W. G. McMullen. The latter retired after a short time and Hurst’s son, also called William, joined his father in partnership.

The company had offices at 6 Leadenhall Street, London EC3 and had warehouses at 52 Gun Square, Houndsditch, for garden, flower and agricultural seeds, and flowering bulbs."

The company was still operating in the early years of the reign of Elizabeth II. Commercial Overprints - Hurst & Son Ltd."
