Two discs from a four disc alnage seal showing bust with inscription around OF ENG (L)AND // three fleur-de-lis, two above one, with 1 1/2 to sides, all in rope circle border.

The 1 1/2 is the alnage duty for the cloth. See No.142, Fig.27, Egan, Lead cloth seals and related items in the British Museum, British Museum Occasional Papers, 93. The fleur-de-lis disc on the seal pictured in Egan is an exact match to this one. Due to the bust and closing stamp on that complete seal it is credited to reign of William III. From the bust and emblem this seal is either Charles II or William III.
