Appears to be a Russian Customs seal with the date 18?8 and the orthodox cross on one side and the double headed eagle on the other. See other similar Russian Customs seals for more detail.
From Ged Dodd, "These are similar to those from Riga and St Petersburg and were used on a variety of goods. In disgusting condition but should read ;
Obverse:- ТАМОЖНЯ ... (Customs Tax) around a Russian Double Headed Eagle.
Reverse: - МОСКОВ (MOSCOW) 1888 around an Orthodox Christian Cross.
