Crossed anchor and grapnel / (ships hulk?), inscription around // blank

"Seals bearing the arms of St. Petersburg or St. Petersburg Province which were established in the reign of Catherine II (1765-1796) show a crossed anchor and grapnel, sometimes with a sceptre laid over them. Most are stamped with the name St Petersburg, in full or usually abbreviated form, ... They do not specify the goods inspected." p.45.

From the finder, "Had lots of Russian hemp seals in the same area too."
