Crossed anchor and grapnel of the arms of St Petersburg can just be made out.

"Seals bearing the arms of St. Petersburg or St. Petersburg Province which were established in the reign of Catherine II (1765-1796) show a crossed anchor and grapnel, sometimes with a sceptre laid over them. Most are stamped with the name St Petersburg, in full or usually abbreviated form, ... They do not specify the goods inspected." p.45.
