Ukrainian / Russian railway seal. CT. ?пола = Station ?pola. Next line is a date.

CT. ШПОЛА for Shpola Station; a town in Central Ukraine. The station opened 23 November 1876 and was the final station on its branch line until 1891 when it was extended. The other face can I think be expanded to ЮГО-ЗАПАДНАЯ ЖЕЛЕЗНАЯ ДОРОГА for South Western Railway Company. See Wikipedia, Southwestern Railways"
