A crown over double rose with 1 to side and inscription around, mostly missing - possibly ending in H?

An alnage cloth seal. Very similar images can be found on No.140, Fig.27 (William & Mary) and No.181, Fig.28 in Geoff Egan, 'Lead cloth seals and related items in the B.M. (B.M.occ.papers 93)'

But see p.137, Provenanced Leaden Cloth Seals by Geoffrey Egan, Sub-Department of Medieval Archaeology, University College, University of London, submitted for the degree of Doctor of Philosophy, 1987. "A number of seals with a crown over a double rose and Lombardic-letter legends have been recorded: crown over double rose, letter to each side, S:PAO*VEAL:I:CO: KENT(A) around (Lombardic letter, the last letter in the legend varies from stamp to stamp) //-
A variant includes an initial letter 'U' as an abbreviation for 'alnage' - S'V'PAO... I'COx (KENT). Presumably the letters to the sides of the roses are the initials of alnagers."
