From Philippe Lanez:- "The circular legend is LOUIS BOUCLET - BOULOGNE S/MER around P.DE.C. in one line. P.DE.C. is short form for Pas-de-Calais administrativde partement. You'll find lot about Mr. Louis Eugène Joseph BOUCLET at: Wikipedia, 'Son of Louis Joseph Bouclet (owner) and Henriette Désirée Honvault, he was a shipowner in Boulogne-sur-Mer, he was a member of the Boulogne-sur-Mer Chamber of Commerce and a judge at the Boulogne - Boulogne Commercial Court. sur-Mer and administrator of the hospices of Boulogne-sur-Mer from 1905 to 1909. The house Bouclet, created in 1894 was the first, with the house Vidor , to arm steam hoists and thus contributed to the economic growth of Boulogne-sur-Mer .
He was also the first president of the Steam Fishing Vessel Section of the Central Committee of Shipowners of France. He was a municipal councilor, then first deputy mayor of Boulogne-sur-Mer until 1912'. The "2" in the lower circle of the 8 could be a herring!"
