Inspector Stepan Shubin working out of Archangel in 1868 ..
APX.БP = ARCH.BR = Archangel Brack = quality graded in Archangel.
KRONЪ = Crown = long strong filament flax.
3.COPTЬ = 3rd Sort grade.
The Grower/Owner/Agent initials are too distorted for accurate identification and the other Shubin seal on the database is of no help..
