Hemp inspector ?. AREKOV working out of 215 post on the Baltic Sea coast in the port of St Petersburg, or perhaps Narva, Memel, Libau, Reval or Riga in 1787. SPB is an indicator that the bale contains hemp and is not necessarily from St Petersburg.
