Hemp inspector D.PAGANKIN working out of 179 post on the Baltic Sea coast in 1804 (Perhaps in St Petersburg or Narva, Memel, Tilsit, Konigsberg, Liebau, Reval or Riga)
The Grower/Owner/Agent initials are HP (conjoined together in a ligature) the bale contained PH very short but clean and free of woody particles.
