Hemp inspector P.SHCHOGOLEV working out of number 64 post in the port of Konigsberg, Kronstadt, Libnau, Memel, Narva, Pernau, Reval, Riga, St Petersburg, or Tilsit in the year 181? (We have one Shchogolev at 1914 and another fifteen at 1819). All of these ports used NP for their flax seals before the year 1829. The Grower/Owner/Agent initials are CБ (CB) with 12 flax plants in the bale. see ref IDS 980 on The PeaceHavens Project.
