This is a Russian flax bale quality control seal.

First side:-
First line - N:P = unknown initials.*
Second line - IIB12 = initials and numerals indicating the content of the bales.
Third line - 1786 = date of assessment.

Second side:-
First line - Д.Л = D.L = initials for Inspection.flax?
Second line - ВАВIЛС?Ь = VAVILS? name of quality control officer.
Third line - (H?)24 = (N?)24 = number of work station used by QA officer.
