Flax Inspector Ya.KATOV working out of 93 post in the port of St Petersburg, Kronstadt, Narva, Riga, Libau, Memel, Konigsberg, Pilau, Pernau, Revel or Tilsit .. in 1818
All seals with NP before 1829 are flax seals .
The Grower/Owner/Agent initials are OP with 12 flax plants in the bale. (We have lots of Ya.Katov seals for 1819 but these are all OP9H .. 9 flax plants in the bale)
