Flax Inspector N.KARALEV working out of 43 post in St Petersburg, Kronstadt, Narva, Riga, Libau, Pilau, Pernau, Revel, Elbing, Memel, Konigsberg, Windau or Tilsit .. in 180? (N.Karalev is known to have been active from 1794 to 1807)
All NP seals before 1829 are flax seals .. NP indicates that a flax tax has been paid to St Petersburg, but it does not mean that the flax was shipped from there, but it may have been.
The Grower/Owner/Agent initials are MM with 12 flax plants in the bale. ( The established grower MM was known to be active from 1775 to 1823).
