The arms are those of the Austro-Hungarian Empire and vary according to the province. As they are in unusually good condition on this seal, a specialist may well be able to discover the area.
Another example has been found by Maraxp in the same approximate location but this one is not so clearly marked, has a different number and is stamped on different sides, i.e. the writing is on the rivet disc and the eagle is on the rove disc side.
