From Paul Cannon, "I think this is the same seal on a Czech website vetrnemlynky.cz (about two thirds way down). The description translates (using Google Translate) “A large part of the population was Jewish. Especially since the second half of the 18th century dominated the long-distance trade. Brody became a business center for Western European goods in exchange for raw materials from Poland, Lithuania, Russia and the Ottoman Empire. Brody belonged to the richest and most important cities of Poland at that time.” The author suggests that the inscription reads ‘K K H L L BRODY’. I wonder if it might read K K H Z A BRODY ie Kaiserlich Königliche Haupt Zoll Amt. If I am correct it is a customs seal.
Brody is today in the western part of Ukraine. In 1772 the town became part of the Habsburg Empire and from 1804 under the control of Austria-Hungary. It became a border checkpoint between the Austro-Hungarian Empire and the Russian Empire."
