PORTLAND curving downward / COMPASS / CEMENT curving upward // MADE / IN / BELGIUM

From the finder, "Portland Cement was patented in 1824. All that is written on the lead seal is PORTLAND CEMENT and across the middle COMPASS."

Portland cement is or has been manufactured by many different companies under many trade names. Compass has not yet been connected to a specific one.

The Concrete Mixture Performance Analysis System that uses the mnemonic COMPASS probably post-dates this seal.
