Flax Inspector E.IVANOV working out of 75 post in St Petersburg, Kronstadt, Narva, Riga, Libau, Pilau, Pernau, Revel, Elbing, Memel, Konigsberg, Windau or Tilsit .. in 1788.
All NP seals before 1829 are flax seals .. SPB indicates that a flax tax has been paid to St Petersburg, but it does not mean that the flax was shipped from there, but it may have been.
The Grower/Owner/Agent initials are H.H with 12 high grade Krown quality flax plants in the bale. . .see reference IDS 2296 on pages
