Both sides have a circular border of pellets. The first has a spread eagle looking to its left with something crowning it. The other side has three straight rows of lettering:-
(S?)OUAL DE LEVOU(R?)?

From Michel Royer, "DOUANE DE LIVOURNE". See PROJET DE LOI Sur les Douanes, "5. In the offices of introduction there shall be affixed to the two ends of each piece of woolen cloth and hosiery a lead [seal] bearing Imperial Customs on one side, and on the other, Goods of Catch. The hosiery will be packed in half a dozen pieces, joined by a cord or ribbon of thread; and each packet shall be sealed with lead. Only 10 cents will be paid for each lead."

Livourne is the French spelling of Livorno, the Italian port city on the west coast of Tuscany. The Eagle and French confirm it is from a time of French control.
